Description
The Education and Labor Cabinet’s Early Childhood Advisory Council works to unite stakeholders behind common strategies, standards and goals for Kentucky’s early childhood system and advocate for improved quality of early childhood services and improved school readiness.
The Early Childhood Advisory Council is seeking to fill an Administrative Assistant position to serve as a workforce strategies project manager to provide program coordination and management to align state-level agencies, programming, policy, and resource allocation to improve outcomes of Early Childhood initiatives.
The preferred candidate will have a Bachelor’s degree and/or equivalent experience in early care and education or early care and education professional development management.
The candidates should have a background and proven success in project management and be highly motivated to ensure high-quality professional development and workforce opportunities are available across the state so that more children have a strong start in school and life.
The candidate will demonstrate a determination and a strong will to handle challenges, be accountable, ambitious and to take initiative with minimal supervision.
The preferred candidate needs to be able to handle multiple projects at one time, have strong attention to detail, demonstrate strategic planning and organizational skills, the ability to successfully contribute as part of a team, and the ability to communicate effectively verbally and through written communication.

The successful candidate will be required to ensure the safeguarding and security of all confidential and sensitive information and will be required to complete trainings, sign acknowledgements, follow all policies and adhere to all statutes and requirements pertaining to the safeguarding and security of confidential and sensitive information while employed and after employment ends.
The Education and Labor Cabinet (ELC) participates in E-Verify and will provide the federal government with your Form I-9 information to confirm that you are authorized to work in the U.S. ELC will only use E-Verify once you have accepted a job offer and completed the Form I-9.

- Works with partners to streamline access, connectivity and standardization of training models and forums for childcare, Public Preschool, and Head Start for a more unified professional development pathway.
- Provides professional support to workgroups throughout the state to strengthen partnerships with state system, align programs, support partnerships and increase access to high qualify early learning opportunities.
- Ensures the quality of pre- and in-service professional development through oversight of agendas and state-specific Early Childhood programming; the identification and approval of resource experts; and the nature, mode, and scope of training and materials.
- Grows, strengthens, and retains a high-quality workforce through the development and implementation of a statewide workforce development plan.
- Serves as a critical resource for state early childhood system development by providing (a) subject matter expertise on policy matters and (b) interpretation of potential implications of key state and federal policy and finance changes related to early childhood.
- Uses existing data and collect new data as needed to inform systems planning, identify gaps, and improve services and outcomes for children in the commonwealth.
- Performs other duties as assigned.
